The area continues to try to deal with the overwhelming drug problem. The latest activity was the arrest of four people on Thursday.

Portsmouth Police Chief Robert Ware and Scioto County Sheriff Marty V. Donini said at approximately 3 p.m., the Southern Ohio Drug Task Force with assistance from detectives with the Portsmouth Police Department executed a narcotics-related search warrant at 1217 Cole Ave., Portsmouth.

Detectives said they seized several grams of both suspected heroin and methamphetamine along with evidence suspected of being related to drug trafficking.

Ruby J. Sparks, 50, John C. Glispie, 39, and Dillon T. Kristian, 24, all of the Cole Avenue address, were arrested and charged with two counts of possession of drugs, both felonies of the third degree.

Douglas R. Kiser, 55, of 18 Brame Rd. Minford, was also arrested on a warrant on indictment, pertaining to the felony offenses of aggravated trafficking and possession of drugs that had been issued by the Scioto County Common Pleas Court after a case against Kiser had been presented to a Scioto County grand jury by the task force and the Scioto County Prosecutor’s Office earlier this year.

All arrestees were placed in the Scioto County Jail. Sparks, Glispie, and Dillon were arraigned in Portsmouth Municipal Court on Friday, Dec. 9, 2016 at 9 a.m. Kiser is waiting to be arraigned in Scioto County Common Pleas Court.

The case will be forwarded to the Scioto County Prosecutor’s Office to be presented to a Scioto County grand jury for the consideration of additional felony drug-related charges.
