The Portsmouth Civil Service Commission met in a regular session on Monday at 1:30 p.m., in the conference room of the City Health Department. Interim Secretary Jo Ann Aeh reported that of the 70 applications that were picked up, 65 were returned. Of the 65 candidates, four applicants did not have their DD214 attached. Notices were sent advising candidates that they must, in accordance with Rule 5; Section 7, bring the form to the test site in order to receive military credit.
Three other candidates did not sign their application and were notified that in accordance with Rule 5; Section 3, the application must be signed and they were, therefore, ineligible to take the exam.
Aeh reported the police promotional exams are scheduled for Jan. 23, 2013, at Notre Dame Activity Center and will be given and graded by the firm of Daniel T. Clancy & Associates, Inc. She also reminded the members of the Commission present that the Portsmouth Chief of Police exam is scheduled for Jan. 20 at the Portsmouth Fire Department Central Station on Gallia Street. Aeh said that exam will also be administered and graded by Daniel T. Clancy & Associates, Inc.
Aeh said, in the interest of cost effectiveness, there was some discussion with regard to the firm providing the exams, including, in their package, the administering and grading of the exams. Since these activities are a part of the executive secretary’s duties, unless Daniel T. Clancy & Associates, Inc. has a package that does not include duplication of those services, she (Aeh) is to solicit estimates from other firms, for providing various Civil Service examinations.
Portsmouth Fire Bill Chief Raison advised the Commission that someone will be present at the fireman’s entrance exam to distribute packets, with regard to physical requirements, to the candidates taking that exam. There was also a brief discussion regarding the Ohio Fire Chiefs’ Association administering and providing promotional exams for the Fire Department. A comparison of costs was also discussed and will be a consideration in whether or not these services would be requested from the Ohio Fire Chief’s Association.
Commission member John Stevenson requested another invitation be extended to Portsmouth City Solicitor Mike Jones to attend the Commission’s next meeting to discuss him submitting suggestions with regard to revising the Commission’s Rules and Regulations.
