NOTICE TO BIDDERSThe Board of County Commissioners, Scioto County, Ohio will receive sealed bid proposals for the construction of the Minford Area Sanitary Sewer System which is divided into three(3) contracts. These Contracts are as follows:The Minford Contract, consisting of the construction of a sanitary sewer collection system for the communities of Muletown and Minford, in addition to several adjacent neighborhoods. Project includes gravity sewer, pump stations, force main, and several areas of directional and jack-and-bore placement. The Engineer’s Estimate for the Base Bid of the Minford Contract is $12,000,000.00. There is an Add Alternate for the Bond Road Alternate "A". The alternate will be awarded as funding allows and at the sole discretion of the Engineer and Owner. The project shall be completed within 365 days.The Clarktown Contract, consisting of the construction of a sanitary sewer collection system for the community of Clarktown and several adjacent neighborhoods. Project includes gravity sewer, pump stations, force main, and several areas of directional and jack-and-bore placement. The Engineer’s Estimate for the Base Bid of the Clarktown Contract is $7,000,000.00. There are add alternates. These add alternates are: Oliver Road Alternate "A", Furnace Creek Alternate "B", & Burns Hollow Alternate "C". The alternates or any combination of the alternates will be awarded as funding allows and at the sole discretion of the Engineer and Owner. The project shall be completed within 365 days.The Rubyville Contract, consisting of the construction of a sanitary sewer collection system for the community of Rubyville and several adjacent neighborhoods. Project includes gravity sewer, pump stations, force main, and several areas of directional and jack-and-bore placement. The Engineer’s Estimate of the Base Bid for The Rubyville Contract is $5,000,000.00. There are add alternates. These add alternates are: Douthat Alternate "A", Zura Ruby Alternate "B", Maple Grove Alternate "C", Butler Hollow Alternate "D", Green Briar Alternate "E", Riddlebarger Alternate "F", Zuene Alternate "G", Houston Hollow Alternate "H",SR 139 Alternate "I", & Maple Benner Alternate "J". The alternates or any combination of the alternates will be awarded as funding allows and at the sole discretion of the Engineer and Owner. The project shall be completed within 365 days.Bid proposals must be placed in a sealed envelope appropriately marked to show the nature of the bid, date, and time of opening and must be delivered toThe Clerk of the Board of County Commissioners, Scioto County, OhioRoom 1 Courthouse, 602 7th StreetPortsmouth, Ohio 45662-3950Bids will be received at the following times:Minford Contract sealed bids will be accepted until 11:00 am, (Local Time) Thursday, December 12, 2013, and then at said office publicly opened and read aloud.Clarktown Contract sealed Bids will be accepted until 1:00 pm, (Local Time) Thursday, December 12, 2013, and at that time opened and promptly read aloud.Rubyville Contract sealed Bids will be accepted until 2:00 pm, (Local Time) Thursday, December 12, 2013, and at that time opened and promptly read aloud.This contract is expected to be funded in whole or in part using funds from the American Recovery and Reinvestment Act (ARRA). Section 1605 of the ARRA prohibits the use of these funds unless all iron, steel, and manufactured goods are produced in the United States. All iron and steel manufacturing processes must take place in the United States, except for metallurgical processes involving refinement of steel additives. There is no requirement for the origin of components and subcomponents of manufactured goods. Products listed at 48 CFR 25.104(a) have been determined to be unavailable in the United States and if required for the project may be purchased from foreign sources. No unauthorized use of foreign iron, steel, and/or manufactured goods will be allowed on this project.The successful Bidder on this work must comply with the minimum rates for wage for laborers and mechanics as determined by the Secretary of Labor in accordance with the provisions of the Davis-Bacon and Related Acts. Prospective Bidders shall take them into account in preparing bids. Said wage scale is not included in the project specifications; Bidder must be aware of rate changes, if applicable, up until ten(10) days prior to bid opening.The Contract Documents may be examined at the following location(s): EMH&T at 5500 New Albany Road, Columbus, Ohio. Copies of the Contract Documents may be obtained at the Issuing Office, EMH&T, 5500 New Albany Road, Columbus, Ohio upon non-refundable payment of $ 450.00 for each set.
