Brown, 20, whose last known address was on Winchester Avenue in Sciotoville. Brown is wanted on a third-degree felony charge of failure to change address.“He moved here from Clinton County,” Scioto County Sheriff’s Captain David Hall said. “And when he moved here he had like three addresses in the first two weeks. He is what we would consider a problem child. We were having issues with him when he was hopping from place to place.”
